Mr Joseph Farrugia joined the Malta Business Registry (MBR), formerly known as the Registry of Companies, in 1987. During his time, he was involved in numerous projects committed to ensuring that companies operating within the financial sector are compliant with the various laws and regulations. He was also involved in the integration of the Registry of Companies within the Malta Financial Services Authority (MFSA) and in the overhaul of the Registry’s system which brought about the creation and launch of a new online system. He also represented the Registry of Companies at the EU Commission for the purpose of establishing the Business Interconnection System (BRIS). In April 2019, Mr Farrugia was appointed Registrar/Chief Executive Officer of the Malta Business Registry during which time he was responsible for the de-merger of the Registry of Companies from the MFSA and the setting up of the Malta Business Registry as a stand-alone agency, and for drafting of and entering into various Memoranda of Understanding (MOUs) with a number of competent authorities. He was also very heavily involved in various discussions in connection with the assessments carried out by MoneyVal and Financial Action Task Force (FATF). As CEO/ Registrar he was also responsible for the overall strategy, development and implementation of the Business Registry and had also been appointed as a member of the board of directors of the National Foreign Direct Investments (FDIs) office until his retirement.
